Today's Washington Post guest editorial, by Jessica Tuchman Mathews, president of the Carnegie Endowment for International Peace, makes clear that effective options short of war exist for disarming the Iraqi regime.

That these options will not be employed, however, is inevitable. The Bush administration is not interested in disarming an already disarmed state. Their purpose is to install a docile regime like the one they forced on Afghanistan.

Iraqi weapons are the pretext, not the purpose. There will be war in March.
