4/23/03: Surprise!

Today's headline reads, "U.S. Planners Surprised by Strength of Iraqi Shiites."

"As Iraqi Shiite demands for a dominant role in Iraq's future mount, Bush administration officials say they underestimated the Shiites' organizational strength and are unprepared to prevent the rise of an anti-American, Islamic fundamentalist government in the country."

Why were they surprised?

Because democracy is not something which America's ruling elite takes seriously, if by "democracy" we mean the peoples' self-organization. So that the thought that others might take it seriously is simply not on ruling radars. Surprise!

What will American policy-makers do?

Delay. There'll be no Iraqi government until there's a strategy for neutralizing the popular mobilizations which seem to be in process of emergence. Instead there will be appointed "advisory councils" or the like, composed of clients, the corrupt, and the trustworthy.

How long will they delay?

As long as it takes.

What will the outcome be?

Depends entirely on the Iraqi people.
